Background of MASCI Establishment
The establishment of MASCI stemmed from the Thai government’s policy in 1996 aimed at reforming public administration and service delivery. The policy focused on reducing the direct operational role of the state to become more of a rule-setter, overseer, regulator, planner, and coordinator. It encouraged the private sector to invest and operate in areas where the state’s involvement was unnecessary, and sought to restructure state agencies to be more relevant to current circumstances and national development goals.
In the same year, the Cabinet approved the first Master Plan for Industry (1997-2001), which outlined guidelines and measures for the Ministry of Industry to delegate ISO certification responsibilities to independent institutions or private entities. Consequently, the Ministry of Industry was tasked with establishing institutes to certify ISO 9001 and ISO 14001 standards. The role of the Thai Industrial Standards Institute (TISI), which was acting as the ISO certification body, was to be transitioned into that of an Accreditation Body. This agency was to oversee the operation of inspection and certification bodies in Thailand, following internationally recognized standard systems. The goal was to enhance the efficiency and quality of industry to be on par with other nations, develop personnel to meet international standards, and engage in negotiations to protect the country’s interests.
Following the Cabinet’s resolution, the Ministry of Industry sought approval to establish MASCI. On October 21, 1997, the Cabinet approved this request, and the Ministry of Industry issued Order No. 300/1998 on September 10, 1998, establishing the MASCI as a network institution under the Ministry of Industry within the Foundation for Industrial Development. Hence, September 10, 1998, is celebrated as the official founding date of MASCI.
Objectives of Establishment
- To provide certification services according to ISO standards and other system standards.
- To enhance the efficiency and quality of the industry.
- To increase the national certification capabilities to be on par with other countries.
- To develop personnel from both the public and private sectors to meet standard qualifications and be sufficient to support international-level work.
Responsibilities
- Certify management systems according to TIS ISO 9001 (Quality Management Systems), TIS ISO 14001 (Environmental Management Systems), TIS 18001 (Occupational Health and Safety Management Systems), and other future standards. This includes conducting follow-up audits to maintain the quality of certifications.
- Develop personnel in auditing to meet international standards.
- Participate in activities related to the development of personnel in ISO 9001, ISO 14001, TIS 18001, and other systems.
- Engage in activities to develop and improve criteria and procedures for personnel certification and related matters.
- Participate in certification activities of ISO 9001, ISO 14001, and other systems with international and regional organizations such as ISO, APEC, and ASEAN.
- Coordinate collaboration between the industrial sector and the government to address and resolve technical, academic, and policy-related issues concerning ISO 9001, ISO 14001, TIS 18001, and other systems.
- Perform any other actions related to ISO 9001, ISO 14001, TIS 18001, and other management system standards, as assigned by the Ministry of Industry or the Cabinet.
